Citibus On-Demand is a rideshare service that prioritizes ADA and CitiAccess/Medicaid approved individuals while also providing service to all individuals that request a Citibus On-Demand ride to fill in the gaps and support the hourly fixed route services.
Citibus On-Demand started as a micro transit pilot project that was meant to better serve Lubbock during the COVID-19 pandemic. Amid the pandemic, Citibus went to hourly service which affected the morning and afternoon bus schedules. The micro transit pilot project was designed to fill in the gaps of hourly fixed route services. Riders can book a time to be picked up, and share a ride with others who are headed the same way.
We want to make sure we take care of the transportation needs of all our riders. It is the policy of the City of Lubbock to provide a demand response transportation service to eligible passengers (based upon criteria established by the Americans with Disabilities Act) who are unable to utilize the regular Citibus fixed-route service. To qualify as a CitiAccess rider the CitiAccess form must be filled out and sent to our main office for review. All of the details are in our "Guide To Ride" and "Application" below.
Visitors who are certified eligible for ADA paratransit services in their home areas are eligible for paratransit service in Lubbock for up to 21 days in a 12 month period. If they do not have an ID card stating their eligibility in another system, we require that they instead show proof of residency and ask about their disability, if the disability is not apparent. Visitors do not have to show an ID card to be eligible for Citibus Access services.
(Riders must be ADA eligible and accepted to use Citibus Access. Rides must be booked the previous day to avoid premiums.)
The Federal Transit Administration has issued new charter regulations that drastically changed the way public transportation providers, such as Citibus, can provide charter service. The rules are set up to protect private charter companies from unfair competition from public transportation systems that receive Federal funds. To put it in very simple terms, private charter companies have the first choice on all charter requests.
Due to the new regulations, when Citibus receives a request for a charter we cannot simply agree to provide the service. Citibus will get the details of the service being requested and e-mail the information to all private charter companies listed in our geographic area. If any of the private charter companies indicate they are interested in providing the service, Citibus will not be able to provide the service for any reason. The private charter companies that have expressed interest in the service will contact you to work out the details of your service. In order for this process to take place, Citibus requires at least four (4) days' notice on charter requests. In the past, Citibus has been able to provide charter service with 24 hours notice, but unfortunately, that is no longer possible.
