What is Citibus On-Demand?
Citibus On-Demand is a rideshare service that prioritizes ADA and CitiAccess/Medicaid approved individuals while also providing service to all individuals that request a Citibus On-Demand ride to fill in the gaps and support the hourly fixed route services.
How Citibus On-Demand Began
Citibus On-Demand started as a micro transit pilot project that was meant to better serve Lubbock during the COVID-19 pandemic. Amid the pandemic, Citibus went to hourly service which affected the morning and afternoon bus schedules. The micro transit pilot project was designed to fill in the gaps of hourly fixed route services. Riders can book a time to be picked up, and share a ride with others who are headed the same way.

What is Citibus Access (CitiAccess)?
We want to make sure we take care of the transportation needs of all our riders. It is the policy of the City of Lubbock to provide a demand response transportation service to eligible passengers (based upon criteria established by the Americans with Disabilities Act) who are unable to utilize the regular Citibus fixed-route service. To qualify as a CitiAccess rider the CitiAccess form must be filled out and sent to our main office for review. All of the details are in our "Guide To Ride" and "Application" below.
Citibus Access for Visitors:
Visitors who are certified eligible for ADA paratransit services in their home areas are eligible for paratransit service in Lubbock for up to 21 days in a 12 month period. If they do not have an ID card stating their eligibility in another system, we require that they instead show proof of residency and ask about their disability, if the disability is not apparent. Visitors do not have to show an ID card to be eligible for Citibus Access services.

Citibus Access Rates
(Riders must be ADA eligible and accepted to use Citibus Access. Rides must be booked the previous day to avoid premiums.)
- $2.00 per trip for ADA eligible rider inside service area from 5:35 AM - 7:45 PM
- $11.50 per trip for ADA eligible rider outside service area from 5:35 AM - 7:45 PM
Additional Fees:
- $7.00 premium for same-day will call requests $7.00 premium for alternative destinations from scheduled destinations.
Citibus Access Application and Details
Charter Services
The Federal Transit Administration has issued new charter regulations that drastically changed the way public transportation providers, such as Citibus, can provide charter service. The rules are set up to protect private charter companies from unfair competition from public transportation systems that receive Federal funds. To put it in very simple terms, private charter companies have the first choice on all charter requests.
Due to the new regulations, when Citibus receives a request for a charter we cannot simply agree to provide the service. Citibus will get the details of the service being requested and e-mail the information to all private charter companies listed in our geographic area. If any of the private charter companies indicate they are interested in providing the service, Citibus will not be able to provide the service for any reason. The private charter companies that have expressed interest in the service will contact you to work out the details of your service. In order for this process to take place, Citibus requires at least four (4) days' notice on charter requests. In the past, Citibus has been able to provide charter service with 24 hours notice, but unfortunately, that is no longer possible.

Private charter operators can register for all geographic regions in which they are interested in providing service on the Federal Transit Administration website.
Service Policies
- Citibus will not allow alcohol onboard Citibus vehicles, and Citibus will not transport passengers to alcohol package store purchase locations. Citibus will, however, permit charter service to local wineries for the purpose of a facility tour at which time passengers may be allowed to bring unopened containers onboard the vehicle.
- Smoking, vaping, and any other form of tobacco or related use is prohibited on Citibus vehicles.
- Citibus reserves the right to terminate services at any time and for any reason when, in Citibus' sole discretion, conditions exist that would pose a risk to any person or property; including, inappropriate, offensive, or dangerous behavior towards any passenger on board a Citibus vehicle.

Does your student need a way to get to work, school, or summer activities? We've got you covered. Passes are available at the main office at 801 Texas Avenue. For more information call 806.775.3640.
Program Details
- Registration is required
- CitiKids is offered to Lubbock youths, ages 5 (if in Kindergarten) to 18
- Proof of age required
- Unlimited rides on Citibus Fixed Route system.
- Picture I.D. provided by Citibus must be carried with CitiKids and CitiSummer Passes
- Child must be present in order to get a photo for their passes
Citibus U Passes
Tired of asking roommates, dorm mates, and classmates for rides? We make sure you don't need a car to get around Lubbock. Passes for eligible students may be purchased at the main office at 801 Texas Ave.
Program Details
- Unlimited rides for matriculated college students
- Registration is required
- For registered students enrolled at Wayland Baptist University, Lubbock Christian University, Vista College, or Kaplan College
- Proof of enrollment required
